Announcement on issues related to the formal implementation of the new regulations on the quarantine of wood packaging of imported goods

in order to prevent the introduction of forest pests with wood packaging, in accordance with the international standards for the quarantine of wood packaging, the General Administration of quality supervision, inspection and quarantine of the people's Republic of China and relevant departments jointly issued announcements No. 11 and 32 of 2005, which adjusted the quarantine regulations on wood packaging of imported goods and officially implemented them on January 1, 2006. The new regulations require that the wooden packaging used for imported goods should be effectively quarantined and disinfected in the exporting country or region, and affixed with the special logo of the international plant protection organization (IPPC). In order to actively and steadily implement the new regulations and reduce the impact on trade, the relevant issues at the initial stage of the implementation of the new regulations are hereby announced as follows:

during the period from January 1 to June 30, 2006, the quarantine supervision and management of wood packaging of imported goods can be handled according to the following measures according to the specific situation:

III. for those without IPPC special logo, the inspection and quarantine institution shall issue a notice of violation to the import enterprise or its agent, and inspect the wooden packaging. If no live pest is detected, it shall be released; If live pests are detected, the wood packaging shall be disinfected.
